The U.S. government has mandated, via Section 508 of the Americans with Disabilities Act, that all federal government web content must be made accessible to people with disabilities.  This mandate is having a major impact on web developers and software publishers.

Many states have stricter, more detailed standards.  In Illinois, government websites are required to conform to IWAS, the Illinois Web Accessibility Standards.

Internationally there is W3C, the World Wide Web Consortium's set of variable web standards. "AAA" is the gold standard of W3C compliance.
